I'm trying to work out permissions for a faculty member who wants his dataset to be publicly available but users to need request access before downloading.
UCLA Dataverse is limited to UC login. Is there a way to set up a non-institutional ID similar to the "authenticated-users" ID?

As you say, the "request access" feature requires an account.
These people that will be requesting access... what sort of account will they have? The options are remote (Shibboleth, OAuth, OIDC) or builtin.
Within OAuth there's ORCID, Microsoft, GitHub, and Google: https://guides.dataverse.org/en/6.9/installation/oauth2.html
With OIDC, it's whatever your OIDC provider supports.

The basic problem is that UCLA Dataverse is UCLA affiliated only. For non-ucla I have to manually create an account. I'm not sure I can manage what he wants on UCLA's dataverse. But this at least clarifies whats possible.
Yeah, it's a pain to create accounts manually.
