I am trying to create a URL for anonymized access for manuscript submission to a journal with a double-blind review. I followed the directions found here under Private URL to Review Unpublished Dataset. But when I click on “Private URL” in the drop down menu it only gives me an option for "Create Private URL" but no option appears to "Create URL for Anonymized Access" as described.

For it to work your sysadmin needs to set this: https://guides.dataverse.org/en/6.2/installation/config.html#anonymizedfieldtypenames

I modified a little bit the note's text to reuse an existing text from the guide and specify that the enabling has to be done by an admin.
