UVA was the one who needed the Publish Popup and now is going to a "submit for review" workflow.
So it is important that the depositor - data "author" sees the popup about what they are agreeing to when the dataset is published (which will be published by a curator).

But considering the scope, there might need to be a meeting or something about it to ensure everyone is on the same page. So, probably not a quick win, but an important one nonetheless.
